A group of 11 Basque University Centres, the Basque Industry Pilot Group 4.0, the Innobasque Basque Innovation Agency, the Confesbask Basque Business Confederation, the Basque Agency for Economic Development (SPRI) and the Automotive Intelligence Center (AIC), headed by the Basque Government Ministry for Education.

4gune, the Basque Country Science, Technology and Engineering Higher Education Cluster, was set up in July 2017 as part of the Basque Department for Education 1st Basque University Business Strategy. The 4gune cluster has as its mission to help strengthen academia-industry cooperation in the Basque Country in the new Basque RIS3 scenario, by fostering and implementing collaboration models and co-creation mechanisms.
In its early years, the 4gune Cluster was active mainly in Industry 4.0, although has been devised to impact on all priority areas of Basque RIS3.

What makes 4gune different?
- 4gune is a consortium of university faculties and colleges, where students and teachers learn and work.
- 4gune applies a systemic approach, leveraging the scale economy created when universities come together.
- 4gune puts out proposals and programmes based on co-leadership and co-creation at all levels, including industry and innovation.
- 4gune also has links to other international stakeholders in Bordeaux (France), Aalborg (Denmark) and Wales (UK).
The Euskampus Fundazioa was tasked by the Basque Department of Education with overseeing the 4gune initiative.
